1) Crop to 100x100
2) New Adjustment Layer >> Hue/Saturation/Lightness
Master >> Saturation 50
3) New [raster] Layer >> Flood Fill #c0dbf2 >> Soft Light
4) New [raster] Layer >> Flood Fill #b1f595 >> Soft Light >> Opacity 30%
5) New [raster] Layer >> Flood Fill #c0c0c0 >> Burn
6) New [raster] Layer >> Flood Fill #091d7b >> Exclusion
7) Duplicate that layer and set the opacity to 40%
8) Duplicate the base (your picture) and bring it to the top.
9) Adjust >> Blur >> Gaussian Blur >> Radius 8
10) Soft Light
11) And you're done!
