It's actually really simple and I think it ends up being very pretty..
1) Size your image
2) Duplicate the base and set of screen 50%
3) Duplicate your screened layer and set on soft light... leave the opacity on 50%
4) New Raster Layer >> Flood Fill #98abc6 >> set on Saturation
5) You're done :) Remember to play with the opacities!
Other examples of this coloring! Works best with darker pictures..
Helpful Hint: It helps remove those unatural orange colors from the skin!
